Board Meeting Minutes of October 28,2011
Present: Sean Graves, Peter Fiorello, Bob Willey, Frank Amarosa, Rocky Kingsbury, Lyle

Association members, were introduced by Frank.
The Secretary’s report was read and accepted.
The treasurer’s report was presented and accepted.
Pam suggested that Frank add his name to all accounts including the Vanguard
Money Market account. The board decided that once Frank adds his name to
the account, money currently in the Vanguard account should be put into a
higher interest account if possible.
Discussion concerning a letter written to the
Board of Selectmen regarding maintaining the lake level ensued. The Johnsons
commented on how the water level and dam procedures work at Forest Lake.
It was moved and seconded to mail the letter to the Selectmen this winter.
A guide for fertilizer usage near bodies of
water was developed by Sharron Smith of Dynamic Landscaping Inc. This guide
will be included in the fall newsletter; the newsletter will be posted on the SLA website.
Rocky Kingsbury will e-mail the board a copy of the Lake Host
report for 2011.
Mooring laws were discussed as part of a
general discussion concerning a “regulated” lake. Frank met with Mr. Dunleasy
of the Division of Safety Services who explained mooring laws etc. This
topic will be further discussed in 2012.
The Johnson’s talked about how Forest Lake
became infested with milfoil, how they developed a Lake Management Plan which
allowed them to receive monetary aid from the state of NH, and how, without a
plan in place, lakes are not eligible for assistance. A Lake Management plan needs to be on file with
the state of NH before any monetary support will be given to help control
such an outbreak. They suggested that we begin the paperwork now and that we
invite the DES next summer to conduct a class on milfoil and other aquatic
plants for the SLA members involved with
swimming for the weed watch program.
Templates for the state plan are
available from the DES. It was unanimously agreed that we must begin the task
of developing a management plan in an effort to be proactive in the fight
against milfoil. Pam Walton will research these templates; work should begin
this winter by those in the area as the Johnson’s indicated that it is a labor-intensive
procedure.
As a board we thank the Johnsons for setting
us in a direction that will continue to support Spofford as a class A lake.
